Per Keith Law's twitter, Ruiz signs for $1.85 million.  Doing some rough math from OSF's numbers, we are now about $200k over slot.  Well, both Virant and Hinojosa are out now, unless something very strange happens.  Time to get the CWS guys signed and go with what we've got.

Some quick hits from the ESPN scouting Report on RUIZ

Ruiz has one of the smoothest, easiest swings in the draft....good hand-eye coordination and strong plate coverage....has great hands, an above-average arm and pretty good instincts, so he at least has a good chance to stay at third base. He's also a favorite of many scouts for strong makeup.

There are three rules that I live by: never get less than twelve hours sleep; never play cards with a guy who has the same first name as a city; and never get involved with a woman with a tattoo of a dagger on her body. Now you stick to that, and everything else is cream cheese.

Overall Signing Status: With the reported $1.85M signing of 4th round (129) pick Rio Ruiz (per Keith Law as noted in this MLBTR link), the Astros have signed 28 of their 41 2012 Draft picks and have signed 1 non-drafted free agent SS. The teams of all 4 Astros draftees who were playing in the College World Series have been eliminated, and these draftees are 'eligible' for signing.

Official Signings: none.

Unofficial Signings: 4th round pick Rio Ruiz.  See MLBTR link.

Astros $11,177,700 total 'bonus pool' information per Baseball America (LINK).  Referenced bonus pool 'slotting allotments' per pick via Baseball America (LINK).

'Actual' signing bonuses referenced links: Keith Law reports that the signing bonus for 4th round pick Rio Ruiz is $1,850,000 ($1,489,800 above the slotted value for that pick). LINK.

Per my math, the Astros could spend a maximum of $1,601,385 in signing Fontana (2), Tucker (7), Heineman (8) and Virant (11) (or Hinojosa instead of Virant) without incurring a draft pick penalty. The math: $11,177,700 (bonus pool allotment) - $10,235,200 (current round 1-10 signing commitments) + $558,885 (5% of the Astros total bonus pool) + $100,000 (amount a player drafted in rounds 11-40 can sign for without impact on total bonus pool) = $1,601,385.

That's what I heard as well.  Though I haven't seen anything noted, I'd guess they'll be signing/announcing Rd. 2 pick Nolan Fontana (Florida).  And if they've signed Fontana, they could very well also sign Rd. 7 pick Preston Tucker (also from Florida, which was eliminated from the College World Series last week).  HOU signed Rd. 8 pick Tyler Heineman (UCLA) over the weekend (or it was announced over the weekend by Brownie & on Astros.com), and they could be introducing him, but I'd wager $1 or so that it'll be Rd. 2 and Rd. 7 picks Fontana / Tucker.  That's my $0.02 anyway...

Yes, but that's when it got confusing. After Brown mentioned the possible announcement of the signing JD asked if it was the 3rd baseman. Brown did not correct him and I thought JD was somehow thinking of Ruiz. There probably is an imminent signing but no clues given to who it may be. Surely a CWS participant.

Yeah, if Ruiz is coming in ahead of DDS, then either he's the steal of steals, or DDS is already a bust.

Apparently he will, presser and the whole bit today. I really like what I've read about Fontana, seems like he could be a good slightly under-the-radar pick.

Fontana will go right into full-season ball and head to Lexington, reports The Media.

Levine also says Luhnow expects they'll have to pay a bit in overage tax, but they won't approach the 5% mark.

Astros should be over value for the allotted first 10 round money.  However, it's going to be less than what would require them to give up a first round pick.  They'll end up paying somewhere in the neighborhood of $150,000 in tax.

First of all, thanks for all the hard work OSF.  Lot of hard work went into this imagine.  That being said, has anybody heard anything about Preston Tucker?  I thought he would have signed fairly quickly after the CWS since he's a senior.  Anybody heard of any reason for the delay?

3.8.  Knowing how well Houston did in drafting a high end caliber talent at #1 and being able to sign far under slot and then racking up 2 more would be first round talents later, I would think Appel and Boras would see more teams following that path in the future.  I'd expect teams to go for kids who are worth that high a pick but willing to take less as pretty much the standard mode of conduct.  I do not expect to see Houston take Appel at #1 next year however, as a senior and from now on essentially, he loses leverage.

True, but have you ever calculated the present value of money?  Stanford degree won't get you that this soon unless you monetize a start-up.  Appel may be gambling that the draft is weaker next year.  Graduate, enjoy college, sleep with a few more non road beef breezies and make more next year?

The whole thing with Tucker is strange.  First, we have a guy who, it would seem to me at least, should have signed right after Florida was eliminated. He didn't, and then waited a long time to sign, signed for under the allotted amount, and now, the day he signs, he is in the lineup in Albany.

Meh, I didn't really think anything of it frankly.  Not that I have ANY clue what actually happened, but it wouldn't surprise me if it were something along these lines (and wouldn't have an issue with that/read anything in to it...):

Florida is eliminated late in the CBWS and Houston calls. Tucker tells HOU that he REALLY wants to sign and start his pro baseball career.  He's willing to sign immediately, but lets HOU know that he has been asked to represent his college/team at the ESPYs if he hasn't signed by X.  He tells HOU he is a team player and will follow HOUs wishes whatever they ask, but that if HOU doesn't believe it will hurt the team or his development (or his status in HOUs eyes), that he'd like the honor/opportunity to represent his university and take 3-4 days off to get ready to move to up-state NY.  HOU, realizing that 7-10 days isn't squat (especially considering he'd have had another month under the old system last year), tells the kid they'd be happy to have a (soon to be) member of the organization representing his team on national TV and that it'd be no harm/no foul in their eyes.

Wasn't he in a wedding (brother's?) this month, also?  Or was that someone else?

I wasn't implying anything about Tucker's character or anything.  It may be what you describe, although every other player they drafted in his situation apparently wanted to get right into the mix in the org, get experience and get on the road to their goal.  

Maybe he was price flexible and the Astros didn't want to sign him until all the possibilities with Virant, etc. were exhausted, or maybe they were quibbling over price, although that seems doubtful given the announced price.  The time to signing was strange, but appearing in NY the day he signed was even stranger.  All of the other signees either went to EST, or to their clubs and spent some time preparing to play.  He jumped right in on the day it was announced.  It is almost like they had already signed him, or had a strong agreement days ago, but waited until yesterday to announce.  It just didn't follow any pattern I had seen in this years draft.

Considering how much under slot Tucker signed for, maybe he and his agent were simply holding out for slot.  Then finally realized they were never going to get it, so he decided to take the final offer.
There are three rules that I live by: never get less than twelve hours sleep; never play cards with a guy who has the same first name as a city; and never get involved with a woman with a tattoo of a dagger on her body. Now you stick to that, and everything else is cream cheese.

Per BA, the Astros have signed another NDFA (LINK): RHP Gera Sanchez (NDFA—New Mexico).  I'll add Gera to the chart in the next couple of days as well.
