I knew the answer to the first one, but I didn't post it because I found by searching the internets.  Some very interesting facts about 9-pitch, 9-strike innings, including the fact that Nolan Ryan is the only pitcher to accomplish it in both leagues and the fact that it's only happened 39 times in history, can be found here:  9-pitch/9-strike

Browsing through the four-strikeout/one inning pitchers, I'm not surprised to see Charlie Hough in 1988 on there.  Didn't he have some kind of record around that time for wild pitches or "passed balls thrown" or something?  (Note, I know "passed balls thrown" isn't really a record, but that guy was uncatchable.)

Just to mop this up, Bob Bruce of the Colt .45s whiffed the side on 9 pitches in the 8th inning on April 19th, 1964 against the Cardinals at Colt Stadium. Bill White and MVP Ken Boyer were two of his victims, but Hall of Famer Bob Gibson earned the win as the Cards went on to take the pennant and defeat the Yanks in the 1964 World Series.

I believe that did happen in Spring Training.

 edit: yep. "MOST BATTERS TO STRIKE OUT IN THEIR HALF OF AN INNING (5) - Houston Astros catcher Cliff Johnson was having all sorts of trouble catching the fluttering knuckleball of pitcher Joe Niekro during a 1976 spring training game against the Twins. That should have been good news for Minnesota, but Johnson's failure brought embarrassment because Niekro struck out the side - all five batters. Johnson committed five passed balls including two on third strikes that allowed both batters to reach first safely. By the time Johnson was able to hang on to a third strike in the inning, five Twins had whiffed."

I seem to remember Danny Darwin do it as a starter back in his day but not sure he was the last one to do it.
