From a technical standpoint, DirecTV/Dish has far less bandwidth to broadcast with than cable does. HD programming takes mucho bandwidth, which is why they've been very slow put regional HD channels on satellite systems. It's a lot easier for cable to put up more HD channels, as bandwidth is less of a concern.
DirecTV (and Dish network as well) is in the process of moving all their channels from MPEG2 to MPEG4 AVC compression, which will make them look slightly shittier but will let them broadcast more HD channels. As others have already posted, this requires a new dish and new satellite receiver.
Houston has made the initial cut, so DirecTV is already broadcasting the Houston locals in HD.
