Yikes.  That picture is so wrong for so many reasons.  It's hilarious that Nancy-boy turned his cap backwards so that he could move in for the lip lock.  

Also notice that OZ is looking out his right eye at the camera.  Is he thinking:

A) "yeah thats right, I'm making out with a man, thats how we roll where I'm from."

B)  "oh shit, if my boyfriend see's this, he'll kick my ass."

The rules of distinction were thrown out with the baseball cap.  It does not lend itself to protocol.  It is found today on youth in homes, classrooms, even in fine restaurants.  Regardless of its other consequences, this is a breach against civility.  A civilized man should avoid this mania.

Kissing loved ones in Latin America, or in most of the rest of the world for that matter, is not the taboo it is in the puritan US.  Nothing wrong with kissing your children.  He wasn't giving his son tongue, he was giving him a kiss of affection and the photographer just happend to catch it at a particular moment.

I checked out the pic again in light of new information.  Upon further evaluation it is still messed up.  The guy has both arms wrapped around him and is giving him a full mouth kiss.  I can't bring myself to give that one a NTTAWWT.

I don't believe it.  Same sex kissing on the cheek is acceptable in many cultures.  I've not heard of same sex mouth kissing being a form of "congratulations on your world series victory tonight".  Wouldn't a hug and/or a firm handshake sufficed?
