I'd put Urquidy well over Sanchez. Sanchez might even get non-tendered.
I see the Astros rotation at the start of the season being Verlander, Greinke, McCullers, Urquidy, and Danny Salazar (FA).
I don't see the Astros spending a ton on starting pitching because I think they hope that Whitley will make the rotation at some point during the 2020 season. So I think that the Astros are going to look for some cheap starting pitching as a stopgap -- Salazar. And maybe Salazar can be more. I also wonder if the Astros still see Francis Martes as an option. He is pitching for Escogito down in the Dominican Winter League. And of course, there is Abreu who sucked in relief, but is their top pitching prospect after Whitley. I would also try to resign Aaron Sanchez to a deal with an option, knowing that he won't be available for a good part of the season.
But I think that the Astros are going to spend a ton on the bullpen, which brings me to the next point.
I think its time the Astros cut bait with Devenski. They already declined his option and he is arbitration eligible, but maybe they don't tender him an offer. He has been terrible and unreliable now since midway through the 2017 season. I don't see how the Astros can have any confidence in Devenski at this point in time. I'd rather bring in a free agent to replace him.
Astros have Osuna, Pressly, Peacock, and James. So they need to sign at least three relievers. I'd like to see Harris back in Houston. And MLBTraderumors has the Astros on Lindblom. I'd also like the Astros to go after Daniel Hudson.
