It took 36 innings, but the Padres finally scored a run for Moseley.  (though they still haven't score while he was still in the game yet)

My take was that the tag missed his foot, but Pagan raised his foot up and did not bring it down until it was extended slightly beyond the plate, by which point the tag had connected on his thigh/butt region.  So, yeah, what you said
