Tough to see on that angle, but the SNY telecast had a replay angle that clearly showed Pagan's leg elevating above the plate as he slid. Kind of bounced up off the ground when he started his slide and over the plate.

My take was that the tag missed his foot, but Pagan raised his foot up and did not bring it down until it was extended slightly beyond the plate, by which point the tag had connected on his thigh/butt region. So, yeah, what you said
