Looks like a nice facility.  Heard the tail end of a piece on NPR a few weeks ago about how much money and effort MLB teams are spending in the Dominican, and how it's contributing to the betterment of the country.  Good for everyone all around, sounds like.
How about that first comment tho?  Holy crap...

Yeah, somebody oughta tell that guy about the Urban Youth Academy the Stros opened in Houston a while back.  Ignorance

Can someone explain how these academies work?   Do the Astros invite kids, house and train them, and if they do well enough sign them?   Are the players at the academy under any sort of club control?     Do the players get any sort of salary outside of room and board?    Just curious.

They are under contract to the Astros as far as I know.  As for salaries, I have not a clue.  I would guess they get a salary in addition to R&B but it wouldn't be much.

Somebody is overcompensating a little.

I sent this question to Ms. Footer and her is the reply:

They sign the kids first. Non-American born players aren't drafted, they're signed as "non-drafted free agents" and can be signed at the age of 16 1/2. All players at the Academy are signed players. They do have open tryouts all the time but those kids are not housed at the complex. The players are paid as professionals. It costs a nice chunk of money to sign them -- the better players obviously get more money -- and they do get paid to play. They're not under club control yet. I believe that clocks starts ticking when they start playing for one of the States-based Minor League teams.
