Major League Baseball and the Cuban Baseball Federation and INDER have reached an agreement, a source who preferred to remain anonymous told CiberCuba. The information, which comes from an official close to a Major League organization, clarifies that Cuba and MLB have signed a new agreement for 2019 that will initiate a new era in the history of both countries, after 58 years of contradictions. These will be some of the guidelines of the new agreement:

1. Cuban players who emigrate after 2019 in search of free agency, this will be denied.

2. The Cuban Baseball Federation will present its best talents to the MLB organizations and sign from the Island, obtaining the INDER 25% of the contract's profits.

3. Baseball players who continue the process of free agency and emigrated until 2018 will remain in current market patterns regardless of the new agreement.

This new agreement would put an end to the mass exodus of baseball players that began systematically in 1991 and has reached its extreme limits in the last five years.

Thanks as always Nate!  I had forgotten about Quintana.  After reading your post and considering his age and the fact he played at AA last year I wondered if he might be in the team's plans to be a potential shot in the arm to the club towards the end of '19.  Unfortunately I read one article that basically said his defense (especially his arm) is average at best.  Sounds like his bat might have potential, but also sounds like he might have to help the team at DH or another position.

Top amateur Sanchez eligible to sign Tuesday

Cuban shortstop Yolbert Sanchez will officially be eligible to sign a contract with a Major League club starting Tuesday, but it's unclear if he will sign with a team during the current international signing period that ends June 15 or wait until the next signing period that starts July 2. It's worth noting that Rangers general manager Jon Daniels and Astros general manager Jeff Luhnow both scouted Sanchez in person in the Dominican Republic recently. The Astros, who cannot sign an international prospect for more than $300,000 until the next period, could be players in the Sanchez market along with the Mets and White Sox if the infielder decides to wait.
