The original statement was that Kemp's arm was a liability in the OF. And I agree with that. I also agree that the liability is limited when he plays in LF, but he has been playing quite a bit in CF, also, where the liability is more significant. I like what he does at the plate, and with all the other bats in the lineup we do not need the kind of power production from LF that is more "normal" for that position, so on balance, he is an asset for the team. But we can say all that without pretending that his arm is adequate.
Adequate for what? Throwing runners out on the bases? How often does that happen for all but the very elite arms? He, like Biggio before him, is a 2B playing the OF by necessity. He, like Biggio, has a below average OF arm, but neither should be considered a liability.
Hate to be the one to break this to you, but no, your arm is not good enough to hit the cutoff man.
