Why is Oakland singled out?

I had the same question. This article says the A's were only able to receive revenue sharing funds under the last CBA because an exception was made for them. I hadn't realized that.

Would hope they get a deal done, but don't know anything beyond what was mentioned this morning on KQED (what I posted above). 

The local ESPN station may have more details this evening on the drive home.
