Baseball America's pre-draft issue last week had Appel as the most MLB-ready pitcher. The last overall #1 we've drafted was Floyd Bannister, who never really panned out. Appel stayed for his SR year at Stanford, so he's cheaper this time, according to the synopsis BA mag has on him.

Thurman is a sneaky-good prospect, a four-pitch guy without any 70-grade pitches in his repertoire but command of everything and a promising delivery that has him projecting as a league-average or slightly better starter.

*He will usually work at 90-93 mph with his fastball, [with good control but not a ton of life]...
*Off-speed pitches are inconsistent, but all should be at least average...
*Changeup is his best offering, 77-80 with good arm speed...;
*Slider is like a hard curveball where he gets a little too much on the side, and he uses it to hitters on both sides of the plate. His true curveball is 72-75...

Even at 90-93 he's a clear first-rounder for me, probably in the 20-30 range.

Could be Tri-City, could be Lexington, I wouldn't be surprised with either.  It will also depend on how the rest of the draft shakes out.  He'll be one of the first draftees to make it to full-season (possibly the first, especially if Appel doesn't sign right away), but they'll have roster decisions based on guys currently in the system plus filling out the short-season teams.  If they do send him to Lexington, they have to decide who gets sent down, etc.  Plus, I got the sense that he isn't raw, but he does need some polish, so we could see a college senior sent to full-season ahead of him.

The mechanical work in A-ball is a big reason why stats there are meaningless.  These kids go out working on parts of their game during games to the detriment of their statistics.

Curious about what the Astros might do next.  Obviously, they could go for Denney, who may the best prospect on the board, but is a HS catcher a major need for the organization right now?  I thought we were pretty deep at catcher. 

Which leads me to Cavan Biggio.  I know that there are more highly ranked prospects, but it doesn't seem like Biggio will last until round 4 (a couple of teams seem very high on him) and it would be a great feel-good story to sign Cavan.  Seems like the Astros could use some good publicity.  I recognize that you don't want to ruin a draft by doing this, but how much marginally better is Denney over Biggio?

Well, it might not matter what the Astros want.  For all we know, Craig may have asked the organization to stay away from him.  I remember reading an article a year or two ago where Mike Matheny specifically asked the Cardinals not to draft his son.  IIRC, he felt if the Cardinals took him that it would put more pressure on this kid and potentially lead to him to possibly having to deal with ridicule that he was only drafted because he was Matheny's son....starting because he's Matheny's son....promoted because..., etc., etc.

With his all-out style play and his short, yet well built physique, Martin is the type of player that fans love. Martin is an above-average defensive center fielder with solid range and good instincts. At the plate, he has a quick, compact swing and sprays line drives to all fields. He is an aggressive baserunner and has great instincts on the basepaths. Martin will attend Long Beach State if he doesn't sign.

The guys were saying he probably won't get picked because of signing issues.  Cavan was mentioned with at least 3 other kids, who's names I don't remember.

FWIW, teams have been utilizing rounds 6-10 to 'overdraft' or choose college seniors as to save bonus pool money to use towards other signings.  If Biggio hadn't been picked thru the 5th, I'd be surprised if he were picked before the 11th round.

Ruiz was a 4th-rounder. Teams pay a penalty if they go over $100k after the 10th round unless they use money left over from their bonus pool. If they hadn't worked things out with Ruiz or McCullers, they could've tried to sign Virant or Hinojosa (11th and 26th rounds) with their remaining Correa savings (though they still would've lost the slot money from their unsigned pick).

Rd. 10: 287 Austin Nicely, LHP Spotswood HS Grottoes, VA

Nicely suffered a stress reaction in his back last spring and didn't play all of last summer. He returned to the mound in time for late-fall showcases and has been healthy this spring. Nicely's fastball generally sits in the upper-80s, occasionally touching 91 mph. The left-hander also throws a changeup and curveball, both of which need work. Nicely has good athleticism and helped Spotswood High School to a runner-up finish in Virginia's Division III state basketball tournament. In time, Nicely could add velocity as he gets stronger and eventually have three solid offerings. He is committed to Virginia.

He had this to say about him:  Probably a middle of the rotation guy but is polished and should move through the minors quickly. He thinks Astros will shut him down after college season as he's already pitched 120 innings heading into Super Regional this weekend. He says his stuff is not electric but he knows how to pitch and commands well to both sides of the plate. Led ACC in Ks looking all three seasons at UNC. Also has one of the best pickoff moves he's ever seen.

He's going to interview him in about thirty minutes. Any questions you all would like me to pass on?  Need to hurry if you got any. Regardless, I'll post his interview when it becomes available.

Cool. While we're on the topic, this is a PSA for anyone who finds themselves driving through North Carolina anytime before 2 am. Go to Cookout (they'll have billboards on I-95, 40, etc). Excellent char-grilled burgers, fries, and around 40 different milkshakes, all of which are ridiculously thick and most of which are fantastic. I prefer the chunkier ones like Reeses or perhaps banana-blueberry, but my wife gets the peanut butter-banana and that may just be the best. Every time we go back home to visit my family, we try to maximize our Cookout trips.

Pinero is #467 on BA's list. Say they:

Pinero was draft-eligible last year but wasn't picked. The Royals showed interest in him as a nondrafted free agent, but he instead returned for his optional fifth year of high school, making him eligible for selection again. He has a rangy build at 6-foot-6 and 180 pounds, and while he's a solid high school shortstop he'll eventually move to third base. He is an average runner and has a strong arm, so he should be able to make it there. Because of his size and his long arms, Pinero has length to his swing, and he shows good bat speed and power potential. He will likely have to be drafted in the top five rounds to pass on his commitment to Virginia, where he would be a draft-eligible sophomore in 2015.

So he might be one they drafted just in case they can free up some extra cash.

BA has 19th-rounder Jake Rodriguez at #394.

Rodriguez has a short, thick build at 5-foot-9 and 200 pounds and while he might not have any tools that wow scouts, most like his overall package. He has a compact, quick swing with gap power but enough strength to drive mistakes out of the yard. He's a solid catcher with a strong arm, and his intangibles help his tools play up. He's a natural leader and shows good toughness and a strong work ethic. Rodriguez is also athletic and versatile enough to play second base.

Along with 6th-rounder Jacob Nottingham that's at least two catchers described as "athletic" and capable of playing other positions . Three if you count Holberton, who played a lot of OF at UNC.

Sounds like 10th-rounder Austin Nicely will be a tough sign as well. BA ranked him #342, and said:

... He has sound mechanics for a high school pitcher, and the ball comes out of his hand easily. He pitches with average velocity now and figures to add more down the road. He has shown ability to spin a breaking ball. He's not advanced enough right now to take him higher than the 10th round, which won't be nearly enough to lure him away from his commitment to Virginia.

Just drafted a 3B, which got me wondering, have they drafted a single SS yet?

They've taken two shortstops in the entire draft - 20th round (Pinero, Daniel) and 23rd round (Lindauer, Thomas).  Makes me think they may have their eyes on a couple of 7/2 international free agent shortstops.

What surprises me more is that through 38 rounds HOU has only drafted 8 high schoolers, including 3 in the first 10 rounds (6, 8, and 10) and 5 in rounds 11-38 (11, 17, 20, 31, and 35).

ETA, HOU took HS RHP Juan Santos in the 39th round, making 9 HS'ers drafted.

Luhnow on pre-game radio today: He wouldn't be surprised if in five years Appel, and the second and third round picks were 3/5s of the starting rotation.
Was very happy to get the pitcher out of Hardin Simmons with the final pitch. He cited is numbers and said only one other team was "on him". Said that taking more college players was a plan since they went so heavy high school with top picks last year and they need time to develop. Expected Appel to go through the minor league system in, possibly, as quick as a year. Did not expect him to be a signability issue.

You're right. Lopez came off waivers from the Padres (had to look that up) and Wright was a Rule 5 from the Dodgers. Although both made their MLB debuts with the Astros.

It seems like it's become more important than ever to grow your own bullpen. Established setup men are now getting 3-4 year deals for $7m a year, not to mention closers. If the Astros can set up a steady pipeline of good arms to fill those spots, they'll have that much more money to put into the everyday lineup and rotation.

They've certainly got a number of candidates now in AA and below. And perhaps even 1 or 2 from among Clemens, Cisnero, Fields, Rhiner Cruz will figure it out and turn into reliable shut-down guys.

Jacob Nottingham - 6th Round: Has an Astros logo on his Twitter page. I'm thinking that is a good sign that he's heading HOU's way!

Devonte German - 11th Round: He's about 98% sure he'll sign (per AC, he is looking for +/-$300,000).

PG took a look at a few teams they deemed as having a good draft.  Here's part of their writeup on Houston:

They followed that pick with another college righty, Andrew Thurman, who also has a chance to fly up the minor league ladder. While he can’t match Appel’s arsenal, he also has power stuff, with a fastball that touched 96 this spring, as well as a breaking ball and plus changeup.

And, for the most part, the Astros did play it “safe” with their early picks. Kent Emanuel has big league quality command, but likely profiles as a back of the rotation starter. But, the good news is that he’ll likely reach that ceiling quickly.

In terms of bats, Houston was able to buy low, so to speak, on Conrad Gregor, who showed blossoming power last summer, but didn’t build on that performance this spring. His plate discipline, defense at first base, and potential for power make him a very intriguing pick at 107th overall. East Carolina slugger Chase McDonald (347th overall) is also a major sleeper pick that could do damage as a professional

I actually spent some time this morning working on an update on just the players who where in Gville last year.  But so many of them are in extended spring and I don't know what roster they will appear on if any.  With the number of college draft picks, I expect an older group in Greeneville than we have ever had.  I am also expecting a great number of players getting released.

I hear that Clemens kid is a tough sign. Seriously, I don't know if that figure is true, but I would see it more of a hundred grand (or two) extra doled out to multiple players than just one one guy. Maybe Thurman goes a little over, but HS players usually end up the ones overslot and since we only drafted 8, could be them.

I don't think they went into the draft intending to spend less than they're allotted; this would run counter to their stated intention and they did go slightly over last year. But, if they don't have to spend the full amount to get the guys they wanted, they shouldn't give the players more than they're willing to accept. So, if they do sign Appel for significantly under-slot, I won't be offended if they don't spend the full $11.7M. Would they have selected Manaea at #40? I'll probably never know.

“Jeff and I are going to talk about things tonight and we’ll see,” Boras said. “We’re certainly close enough for me to come here and talk, that’s for sure.”

Actually that was quite doable.  1.45 from the Appel savings plus 1.4 million for the 2nd round pick plus 570k from the allowed overage with only a cash penalty and you are pretty much there.  Of course you'd have to draft a little differently on 3-10, but getting Manaea could have been worth it.

That's impossible. Heck gushed at the time,

"We thought he was the best baseball player in this Draft," said Astros general manager in charge of scouting Bobby Heck. "This is a true shortstop who stays at shortstop and has defensive ability and some offensive ability as well, and we think he's going to grow into some power."

and, on Mier being available when they picked,

"We were elated he was still there," Heck said. "Picking where we did, a lot of it you had to wait for some stuff to fall to us, but it was an excited room when he did."

There was a Twitter post that said he had signed, and a few other references to that as well, but BA doesn't have it, it is isn't on the MLB transaction page, and I haven't seen him on a roster yet so I''ve been leaving it off for the time being.  However, if you run across any kind of confirmation or additional information, by all means pass it along!

Astros $11,698,800 total 'bonus pool' information, 'slotting allotments' per pick, and actual signing bonuses via Baseball America (BA 2013 MLB Draft Database LINK).

Put another way...  by virtue of being $1,662,240 below the 'penalty threshold', the Astros could still sign 4 more players at $515,000 per player without facing penalties (remember, the first $100K for each player doesn't have bonus pool implications).

Put another way still... the $1,662,240 in below 'penalty threshold' money that the Astros have available is 50%+ of the Nationals or the Angels entire total bonus pool (+5%) allotment.

Thanks for the note on Holberton, I've corrected it now.  As for your other questions:

(1) The NO's represent players who have made it clear they will not be signing, and reasonably appear that they will not be signing - kind of a judgment call on my part (for example, Pinero and his dad have stated that he won't be signing, and very well might not sign, but this is one that I wanted to see the deadline pass before labeling him with a 'NO'...);

(2) Teams aren't 'required' to pay any specific percentage of their pool, but there are significant penalties (i.e. more than simple monetary penalties) imposed for going over the bonus pool (determined by slotted amounts of players actually signed in the first 10 rounds) by 5% or more (severity of penalties vary by % overage over 5%).

And to clarify my earlier comments, the Astros are currently $1,077,300 below their bonus pool allotment.  However, because penalties are not assessed until a team has spent 5% in excess of their bonus pool I've noted a 'penalty threshold' number here as well.  In this instance, the Astros 'penalty threshold' amount (i.e. the amount they can still spend on draftees before getting hit with non-monetary penalties) is $1,662,240.  [IMO it is the 'penalty threshold' amount that the Astros should be pushing in draft spending, not simply the 'bonus pool' allotment...].

Here are the specific penalties for exceeding the bonus pool allotment (via The Crawfish Boxes):

If a team violates the bonus pool by 5 percent, they'll be taxed 75 percent on the overage. Go over 5 percent up to 10 percent, and the tax kicks in along with a loss of a first round pick. Go from 10 to 15 percent over and it's a 100 percent tax on the overage along with the loss of first and second round picks. In case teams are dumb enough to try and go over that? More than 15 percent gets a 100 percent tax and the loss of two first-rounders.

Yeah, "leaked" was a poor choice of words. Luhnow had it in the background of his profile photo and presumably didn't expect that it would/could be blown up and dissected and semi-decoded.

It appears that NDFAs (seniors or otherwise) can sign past the deadline as well.

So, beyond German (assuming he even signs), where is their extra money going to go? Between trading away International cap space and the lack of splashy McCullers-esque machinations in this draft, the Astros are not making a good impression. If you're going to be so absurdly cheap with the Major League roster, you better damn well not go cheap when it comes to signing some good young amateur talent.

Without a 'pick penalty', yes (though they would have to pay a tax on anything paid over their pool + 100K).  Its a tad complicated, but basically the Astros could offer up to $1.762M to a one player without getting hit with a draft pick penalty (i.e. bonus pool remaining of 1.077M + 5% pre-pick penalty + $100K threshold before signing bonuses count against the pool).  Or they could sign two players for up to $1.862M, three players for $1.962M, four players for $2.062M (provided none exceeded the $1.662M) without penalty.  Complicated enough for you?!?
