Tar balls on the Bolivar peninsula.  Coast Guard say they may have hitched a ride on spill work boats, but they really can't tell.  Galveston Mayor Joe Jaworski, just like every other Gulf coast Mayor or Governor, says the water is fine and it's an anomaly.  Hope so.
