No 1 or 2 so it some what skewed, but interesting none the less.

Hopefully they will make up for it next year with multiple high picks.

I think they only count Torrence's bonus as what he was paid this year.  I have not heard what the total was but it will be paid over 4 or 5 years.  This year, he was only paid $143K (I believe) I would expect the bonus to go up the longer he hangs with Baseball.

Houston Astros $536,000

Your post implies that this is all they spent.  However, this is what they spent in the first 10 rounds which is really on their 5,6,7,9,and 10.

Here are the bonuses for the Astros picks above:
5th DeLome - $135,000
6th Dinelli - $123,000
7th Dixon - $123,000
9th Pardo - 80,000
10th Cusick - 75,000

For a total of $536,000. 

I don't have draft pick bonuses for some of the other guys like Torrence (who will get his over 5 years because of football), Bono, Greenwalt etc.... but they may have been higher than slot.

When you take out the fact that the Astros didn't have picks in the 1st and 2nd as well as supplemental rounds it doesn't look as skewed.

For example the Texas Rangers $6,102,500 - spent 5,527,500 for a difference of 575,000

The Rangers had 2 first round draft picks, 3 supplemental draft picks and 1 second round draft picks.  When looking at total bonus money, you need to also look at number of picks.
