When a team is bad, then you can decide to wait until they get better because 1) they're young and learning (see 1991 Houston Astros) or 2) hope the veterans on the team help the kids navigate their way through. I don't think Houston has the semblance of a team that is set with a good set of veterans (most are hurt or underperforming so badly, they don't matter any more) to help young kids. Nor do they have dinero to trade for any either. Jim Crane won't let them either. So sending these two down to get more time in AAA to get their game back makes sense until Houston has a team they can reasonably put together.
Right now, Ed Wade is just going to go the opposite way with the team and that is to see "who can play" in the majors. It is also called throwing crap up against the wall and see what sticks. It is all he can do in his mind, because he doesn't have a team, but a collection of players who are doing up and down in terms of performance but not playing as a team. So if you're going to use the majors as a "audition" stage, then go ahead and do it and use what is left of this miserable season to see if you have players... or not.
Next year, someone will be tasked with putting together a team... young as it may be... but it will be a team. Right now, bunch of individuals who don't resemble a team at all.
