Phil Garner stopped by one of MLB Radio's shows to talk for a couple of mins. Most of it was junk conversation, but one nugget was when they asked him if going through the Beltran stuff last year helped them prepare for dealing with the Roger stuff this year.
In summary he said that they learned they can't just wait for someone, and if they go out and get someone and then have Roger comes back, they will address the financial side of it then, but not worry about it now (ie before Roger makes up his mind).
To me this says that they would be willing to add salary now, thinking Roger will not come back, and if he does then deal with the Salary situation then... which means either deal with spending more, or dumping some salary then, if they have to.
