This looks like it'll fall entirely in Comcast's lap, which could land them an extraordinarily stiff penalty.
I am very disappointed by the lack of creativity shown in the clip selection. Surely they could have found something livelier. Although if, as I suspect, the act was committed by jihadists perhaps this is as extreme as they have access to.
