I find it really interesting that with all their signings so far, they still have 3 Seniors who have not signed. I always figured those should be the quickest cause they have no other strings left... this assumes they WANT to try to play Pro ball. Well and of course if they are not still in the CWS.

And he isn’t the only member of his family embarking on a new career. DeShields’ eldest son, Delino Jr., was drafted in the first round (just like dad) earlier this month by the Houston Astros. Junior has yet to sign a contract.
“I’m trying to patient with this process,” the senior DeShields said, looking at his watch. “My plan for him this summer was to play. I want him to get what he deserves, what’s fair, but at the same time, the most important thing in my mind, is for him to play.”

Chrismon, who graduated earlier this month, won't discuss dollar amounts. He will say that at the moment, he has one figure in mind and the Astros have another. So what happens next is, he auditions. Twice, in fact, in the next couple of weeks. The first will come Thursday in an 18-under tournament in Atlanta. Next week, he'll come back to throw in a 17-under tournament. The Astros will have scouts and front-office brass in attendance.

One factor on Chrismon's mind is the possibility of a worldwide draft. That's been on the rumor mill for years. If it happens by 2013, the next time he'd be available for the draft, Chrismon could see his stock slip. A greater possibility is a slotting system. That would set signing bonuses based on where the player was selected. "I probably have a better chance of signing and getting the money I want now than in the future," he said. "And if they go to a worldwide draft, it's possible I wouldn't get drafted (in '13).

From someone on the inside, the only "disagreement" was from Arizona's physical. Loux took independent physicals both before and after the draft and NO ONE else saw what the AZ doc saw.
On one hand, seems like a wise move by Selig. Probably prevents a lawsuit, really helps out Loux, and probably doesn't set a precedent (I assume this won't happen often). Would like to have seen some justice against Arizona, but that would go beyond a tacit admission.
On the other, it does seem like an admission that the system allows a player to be fucked over, implying it needs a fix.

Lurch, I don't know what AZ's reasons were. I had heard that maybe it had to do with their state of flux at draft time (interim GM) and that they basically were voiding their pick (delaying it to next year). Maybe they are going broke. I don't know, but not even offering slot, or signing him for less than slot (which he would reportedly have agreed to) is acting in bad faith, imo. Besides, his injury history was known and if they really feel he is damaged, they owed it to him to do due diligence prior to the draft and pass him over. I am having a hard time envisioning any scenario where AZ's actions look defensible.
As I read it, it's a combination of the things you speculated about Arizona's state of mgmt/finances in addition to projections that next year's talent pool is very deep. If they get 6A, then they just hosed the other teams picking 7 and later. Every team disappointed in a current year's draft pool will now have a roadmap on how to defer a 1st round pick to the following year, if that is preferable. I would hope, "HOPE", that Bud recognizes the loophole and, assuming it's unintended, asserts his significant powers to prevent teams from benefitting from this tactic.
Levine has an article up saying ARI gets 6A in next year's draft and Wade quotes that Astros will look into signing him.

It reads to me that Wade has a number or range in mind, given Loux's arm is fine, and that he'll try to sign him.
