Levine (chron.com link (http://www.chron.com/disp/story.mpl/sports/bb/6440951.html)) had some interesting comments regarding potential 'fab 5' promotions from Lexington to Lancaster.
Trouble in paradise
One of the reasons fans might not see some of the touted arms out of the 2008 draft class in Lancaster so fast is Lancaster itself.
Though the Legends’ rotation boasts promising starters in Jordan Lyles (2-4, 2.96 ERA), Kyle Greenwalt (2-4, 2.91), Ross Seaton (4-4, 3.00), Robert Bono (5-1, 2.25) and Brad Dydalewicz (2-0, 0.47), Bennett worries about the mental effects of moving young pitchers to Lancaster, a hitters’ paradise.
Baseball Prospectus rates Lancaster as one of only three parks in all of affiliated baseball to have its numbers skewed more than 10 percent in favor of hitters in each of the last three seasons.

My understanding is that if any are promoted it would be, at least in part, because of maturity and mental toughness. Just pitching good won't be enough to merit promotion.

“It’s more (moves) this year than it has been the last couple years, but that’s been a part of our thought process in terms of moving players through our system and getting them to the big leagues at a younger age,” Bennett said. “We want to challenge them a lot sooner and a lot faster, and see what they can do, and if they can’t we’ll look at sending them down a level.”
Doesn't look like they will baby them much.

I'd be willing to bet Greeneville will get a lot of the Astros' best foreign born players this year.
