Came across a review of a new book about the scouting and development of Venezuelan baseball. Sounds like an interesting read. The astros play a key part because they were the first, though by some accounts they have not benefited as much as they should have due to letting players get a way in rule 5 drafts and such.
'Venezuelan Bust, Baseball Boom: Andrés Reiner and Scouting on the New Frontier' by Milton H. Jamail
Here is the review from the LA Times (http://www.latimes.com/features/books/la-et-book2apr02,0,2035111.story) and the Amazon info (http://www.amazon.com/gp/product/product-description/0803215711/ref=dp_proddesc_0?ie=UTF8&n=283155&s=books)on the book.
