Its in Houston.  Astros don't show up to DC until September when they both no doubt will be locked into exciting playoff races.

5) With virtually no media coverage, other than ESPN for the novelty of his first start

They came up with the date on based on a couple of premises:

service time (trying to make sure he doesn't hit Super 2 arb eligibility);
low pressure start on the road (the Astros suck is the presumption);
low number of home starts SS could be eligible for before this date anyway.

DC sports radio (caught on the way to the airport today) said they expected it to be 6/4, which would be a home game vs CIN.  They are really trying to grab local interest, no way this happens anywhere other than home for the Nats.
