The almost 900 million dollars he spent on salaries over the past 11 seasons would tend to say otherwise (although how well the money was spent is a question for another day...).

Maury Brown over at the Biz of Baseball has posted his End of the Year Salary Totals for MLB from 1999-2009.  LINK

Where do the Astros rank?

1999-2008: $781,490,161 (12th)
1999-2009: $889,549,247 (11th)

And the rest of the NL Central (1999-2009):

Brewers: $606,657,131 (23rd)
Cardinals: $957,953,019 (8th)
Cubs: $1,013,681,100 (5th)
Pirates: $468,555,278 (28th)
Reds: $623,823,010 (22nd)

1st: Yankees $1,878,874,506
2nd: Red Sox $1,304,776,440
29th: Rays $458,004,843
30th: Marlins $404,236,839

Almost makes you wonder when the Fish or Rays will ever win a pennant or WS.
