I finally watched this episode today. Just lazy writing. Not as much shocking as it is bewildering.
Completely agree. Its the difference between a horror movie actually frightening you vs. startling you. Cheap. I was pissed they brought Tony back at all, and nearly gave up on the season before it started. As ridiculous as bringing him back was, I thought they did a good job to start. Richard Justicing him back to evil has me questioning whether I've wasted my time on this season. The season reminds me of Beach Road, a James Patterson book with a more ridiculous "shocking" twist at the end. Decent book, as far as those cheap reads go, until the end which is just absurd. One of the worst books I've read as a result.
Just for the record - the show has gone completely off the rails since the Tony reveal.
Although I am curious to see what miracle they come up with to save Jack at the end.

Is there any chance of her getting nekkid? That may be the only way I'm tuning that show in again.
I don't get what is to be gained by holding her hostage. Is glasses costume-lady really in love with Tony so much she just wants to get him back? Isn't the threat of mass-terrorism over? Hazmat has the one canister remaining and that's already been deployed and contained. If it really is a two hour episode of Jack trying to save Kim, I am disinclined to watch.
The best I can do
Although it had its moments, this season (as well as the finale) pretty much left me with a big 'meh' feeling. After skipping a season, I was certainly hoping for more.
